Responsibilities:

This position provides a high level of professional, confidential and administrative functions within the Human Resources Division at Metropolitan State University to ensure that the requirements of personnel rules, regulations, laws, collective bargaining agreements and personnel plans are met.  Provide professional Human Resource services in both the unclassified and classified positions.  In compliance with Federal and State laws, Minnesota State and Minnesota Management and Budget policies and procedures and collective bargaining agreements, interpret labor relations agreements, administrative procedures and University policies.  Maintain a centralized database of all classified, MSUAASF, IFO, and Excluded Administrator position descriptions and all recruitment related documents.  Assist and provide back-up to the Human Resources (HR) Assistant Director with classifications, compensation and appointments for unclassified positions.  Assists and provides back-up to the HR Assistant Director with reallocations/reclassifications for classified positions.


Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:

  • Bachelor’s Degree in HR or related field.
  • Excellent written, verbal, and interpersonal communication skills.
  • Knowledge of labor relations sufficient to interpret provisions of collective bargaining agreements and advise employees and supervisors.
  • Proficient in Microsoft Office applications, including Word, Excel, and Outlook.
  • Strong data analysis skills sufficient to recognize data anomalies and perform complex reporting.
  • Demonstrated experience writing, editing, and documenting data and information sufficient to communicate ideas and/or represent information in narrative or non-narrative format.
  • Demonstrated experience recognizing, handling, and protecting sensitive and confidential information.

Preferred Qualifications

  • Master’s Degree in HR or related field.
  • 3 years of professional HR related experience.
  • Experience explaining Minnesota State and Minnesota Management and Budget (MMB) policies and procedures and collective bargaining agreements.
  • Knowledge of Federal and State statutes and laws relating to employment.
  • Experience with SCUPPS/SEMA4 (Minnesota State and State HRIS and Payroll systems) or other HRIS Systems.
  • Demonstrated experience analyzing, interpreting, and counseling on the application of related policies, contracts, and laws.
  • Previous work experience in higher education.
  • Highly organized and detailed oriented; capable of handling multiple projects simultaneously while meeting deadline objectives.
  • Demonstrated self-starter able to work independently in a dynamic, diverse team environment that requires flexibility and exceptional problem solving skills.
  • Proven ability to think broadly and pay attention to the details, while continuing to understand the levels of consultation required on any given issue.

Physical Requirements

This position requires occasionally transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or transporting light objects frequently.  The position may require movement throughout building(s) to a significant degree.

Additional Requirements

In accordance with the Minnesota State Colleges & Universities (MnSCU) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to MnSCU’s vehicle use criteria and consent to a Motor Vehicle Records check.
